Announcement on the Adjustment of the "Catalogue of Technologies Prohibited and Restricted for Export of China"
Ministry of Commerce, Ministry of Science and Technology Announcement No. 28 of 2025
In accordance with the "Foreign Trade Law of the People's Republic of China" and the "Regulations on the Administration of Import and Export of Technologies of the People's Republic of China," the Ministry of Commerce and the Ministry of Science and Technology have made some adjustments to the content of the "Catalogue of Technologies Prohibited and Restricted for Export" (Annex to Ministry of Commerce, Ministry of Science and Technology Announcement No. 57 of 2023). The updated version is hereby published and shall be implemented from the date of publication. Technologies that are dual-use (military and civilian) will be subject to export control management.

The adjustment to the "Catalogue of Technologies Prohibited and Restricted for Export of China":
I. Prohibited Export Section
Building Decoration, Renovation, and Other Construction Industries
* Remove the entry for "Traditional Chinese Architectural Techniques" (No. 085001J).
II. Restricted Export Section
II.I Building Decoration, Renovation, and Other Construction Industries
1. Remove the entry for "Traditional Chinese Architectural Techniques" (No. 085001X).
2. Remove the entry for "Building Environment Control Technologies" (No. 085002X).
II.II Chemical Raw Materials and Chemical Products Manufacturing Industry
* Add the following technology: "Battery Cathode Material Preparation Technology" (No. 252604X), with control points as follows:
1. Lithium iron phosphate preparation technology for batteries, which meets the following conditions:
* Chemical formula: LixFeyMzPO4, where x, y, z ≥ 0, M is one or more elements other than Li and Fe.
* The material has a powder compact density of ≥ 2.58g/cc under 220MPa, a discharge capacity of ≥ 160mAh/g at 0.1C, and an initial Coulomb efficiency of ≥ 97%.
2. Lithium manganese iron phosphate preparation technology for batteries, which meets the following conditions:
* Chemical formula: LixFeyMnzMaPO4, where x, y, z, a ≥ 0, M is one or more elements other than Li, Fe, Mn.
* The material has a powder compact density of ≥ 2.38g/cc under 220MPa, an initial Coulomb efficiency of ≥ 95% at 0.1C, a discharge capacity of ≥ 155mAh/g at 0.1C, and an average voltage of ≥ 3.85V at 0.1C.
3. Preparation technology for phosphate-based cathode materials, which includes the following processes:
* Preparation of lithium iron phosphate, lithium iron manganese, battery-grade ferrous oxalate, battery-grade lithium dihydrogen phosphate, and battery-grade lithium phosphate, where lithium iron phosphate must meet the following conditions:
* Tapped density > 1.2g/cc
* Magnetic contaminants < 10ppb
II.III Non-ferrous Metal Smelting and Rolling Processing Industry
1. Modify the control point 2 for "Non-ferrous Metallurgical Technology" (No. 083201X) to:
* "Technologies and processes for extracting gallium from alumina mother liquor using ion exchange methods, resin methods, etc."
2. Add the following control points under "Non-ferrous Metallurgical Technology" (No. 083201X):
* 9. Lithium extraction from spodumene to produce lithium carbonate technology:
* Technology for preparing lithium carbonate from lithium-containing purified solution.
* Carbonation pyrolysis purification technology.

* Adsorbent material synthesis technology (aluminum-based, titanium-based, manganese-based).
* Brine adsorption-membrane separation lithium extraction process integration technology.
* 13. Lithium-containing purified solution preparation technology:
* Ion exchange impurity removal technology.
* Removal of B, Ca, K, Na, S, etc., from lithium-containing solutions technology.
* Membrane separation and electrodialysis impurity removal technology.
