The deadline for declaring the import and export of substances in Colombia for the year 2024 is officially set for September 30, 2025. Relevant enterprises must complete their declarations by this deadline to ensure compliance with market regulations in Colombia.
I. Regulatory Background
In November 2021, Colombia officially enacted Decree No. 1630 of 2021 (Decreto 1630/2021). According to this regulation:
* Domestic manufacturers and importers are required to declare industrial-use hazardous substances and the components of hazardous mixtures used for industrial purposes if the annual production/import volume is ≥100 kg, and must update the declaration data annually;
* Enterprises must complete the 2021–2023 substance declarations for production/import in Colombia by May 30, 2025, and update the 2024 data by September 30, 2025;
* Foreign manufacturers may appoint a Representative External to Colombia (REE) to handle the protection of commercially confidential information (CBI), such as CAS numbers.
II. Scope of Declaration
Substances or components of mixtures that must be declared by September 30, 2025, must meet the following four conditions:
1. Classified as hazardous under Colombia's GHS;
2. Annual production/import volume ≥100 kg;
3. Intended for industrial use;
4. Were produced or imported in Colombia during 2024.
III. Exemptions
There are 13 categories of chemicals currently exempt from the existing substance declaration requirement:
1. Substances regulated under existing regulations (e.g., pharmaceuticals and cosmetics);
2. UVCB substances;
3. Articles;
4. Impurities;
5. Substances of natural origin not chemically modified;
6. Substances formed due to environmental exposure (e.g., air, humidity, sunlight, microorganisms);
7. Substances produced via chemical reaction not intended for production, import, or sale;
8. By-products not yet imported or marketed;
9. Hydrates;
10. Polymers, including monomers and additives;
11. Substances under customs control;
12. Non-isolated intermediates;
13. Substances with no commercial value.
IV. Information to be Declared
Domestic producers or importers in Colombia can submit the following information through the official platform:
* Identity details of the producer/importer/REE;
* Total volume of the substance produced/imported in 2024;
* Substance details;
* Hazard classification;
* Intended use of the substance.

It is recommended that companies engaging in the production or import of chemicals in Colombia during 2024 complete their declarations by September 30, and await the upcoming publication of the national chemical inventory and priority assessment list.
Enterprises with needs for CBI protection may appoint a Representative External to Colombia (REE) to submit confidentiality requests on their behalf.
