The Estonian Ministry of Regional Affairs and Agriculture has issued Regulation No. 92, introducing amendments to the national standards governing the composition and quality requirements of juice products. The updated regulation will come into effect on June 14, 2026. Key changes include the following:
1. Introduction of Definitions and Standards for Low-Sugar Juices and Concentrates
The regulation adds definitions and corresponding quality requirements for low-sugar juice and low-sugar concentrated juice. Key provisions include:
Low-sugar juice may be blended with regular juice or purée during production.
Low-sugar juice products must contain at least 30% less sugar, achieved through approved processing methods.
Low-sugar concentrated juice must have at least 50% of its water content removed from the original juice.
Water may be added to low-sugar juices and concentrates to reduce the overall sugar content.
2. Updated Ingredient Restrictions and Labelling Rules
The use of sweeteners is prohibited in the manufacture of juice products, with the exception of nectar.
Plant proteins derived from wheat, peas, potatoes, or sunflower seeds may be used to clarify juice products.
Juice derived directly from coconut-without pressing the coconut pulp-may be labeled as "coconut water" instead of "coconut juice."
Labels for nectar products must include a statement indicating that the product "contains naturally occurring sugars."
3. Transition Period for Existing Products
Juice products that are placed on the market or labeled before June 14, 2026, may continue to be sold until existing stock is depleted.
This regulatory update is part of Estonia's ongoing efforts to align food standards with evolving health guidelines and consumer preferences, particularly in reducing sugar intake and enhancing labeling transparency.
