Türkiye Revises Import Approval Requirements for Animal Products and By-products

The Ministry of Agriculture and Forestry of Türkiye has announced a significant update to its import approval policy for animal products and by-products. Effective January 1, 2026, Türkiye will only allow imports of such products from:
Countries and establishments approved for export to the European Union (EU); or Countries and establishments that have undergone Türkiye's independent assessment and have been included in its official list of approved exporters.
Approval Requirements for Non-EU Listed Establishments
For establishments not currently included on the EU-approved list, the competent authority of the exporting country must formally submit a list of companies intending to export animal products to Türkiye. These will be subject to Türkiye's own evaluation and inclusion in a national list of approved countries and establishments.
Türkiye has published its current list of countries and establishments authorized to export animals, animal by-products, food, and germinal products (such as semen, embryos, and ova) to the EU. Alongside this, Türkiye has also released its own application and approval procedures for exporters that are not on the EU list.
Specific Oversight for Beef and Poultry Imports
The Ministry of Agriculture and Forestry will remain the sole authority responsible for approving countries and establishments intending to export beef and poultry products to Türkiye.
Exceptions and Clarifications
The new regulation does not apply to transshipped goods (i.e., products merely passing through Türkiye).
For composite products-those containing both plant-based ingredients and processed animal products-it will be necessary to assess whether the product should be classified as a composite or a processed animal product for import control purposes.
This regulatory shift reflects Türkiye's efforts to harmonize with EU standards while maintaining its own food safety oversight. Exporters aiming to access the Turkish market are advised to review the updated requirements and initiate approval processes where necessary.
