Starting from July 2026, Indonesia will fully stop diesel imports. Global diesel supply and demand conditions remain tight, with Northwest Europe, a key import and consumption region, experiencing record-high diesel crack spreads and historically strong refining margins.
Regional inventories have entered a sustained destocking cycle. Stock levels are expected to continue declining from August and are forecast to fall to 2.99 billion barrels in November, marking the lowest level for the same period since 2015. Current market constraints are concentrated in refined fuel production capacity, with regional diesel shortages becoming increasingly evident.
Market Impact: Indonesia's Policy Creates A Strong Foundation For Elevated Diesel Prices
Indonesia's decision to stop diesel imports will reduce global diesel demand, which theoretically could ease international supply pressures and create limited downward pressure on prices.
However, Indonesia's large-scale allocation of palm oil resources toward domestic B50 biodiesel production will significantly reduce the amount of palm oil available on the global market. This will increase the cost of biodiesel feedstocks and limit the expansion of biodiesel production capacity in regions including the European Union and Southeast Asia.
