US-Iran Talks Make Progress as 60-Day Deal Roadmap Agreed

The first meeting of a High-Level Committee involving representatives from the United States, Iran, and mediators Qatar and Pakistan concluded at Lake Lucerne on June 22, marking a significant step forward in ongoing diplomatic efforts between Washington and Tehran.

The talks in Switzerland took place amid heightened tensions. Earlier reports had suggested that the Iranian delegation briefly left the venue after U.S. President Donald Trump threatened to resume military strikes. Despite concerns that the negotiations could collapse, the discussions proceeded more smoothly than many media forecasts had anticipated and resulted in what mediators described as substantial progress.

Following the meeting, Qatar and Pakistan, which have served as the principal mediators in the U.S.-Iran negotiations, issued a joint statement detailing the current status of the diplomatic process and outlining the framework for future discussions.

According to the joint statement, the first round of negotiations concluded in a positive and constructive atmosphere, with all parties agreeing to continue discussions at the technical level.

Among the key outcomes announced by the mediators were:

• Agreement on a 60-day roadmap aimed at reaching a final comprehensive agreement.

• Establishment of dedicated technical and expert working groups to conduct further negotiations covering all aspects of the 14 provisions contained in the Islamabad Memorandum of Understanding.

• Creation of a follow-up monitoring mechanism to oversee implementation of the memorandum and track progress toward a final agreement.

• Establishment of communication channels to ensure the safe passage of commercial vessels through the Strait of Hormuz.

• Formation of a de-escalation group tasked with coordinating efforts to halt hostilities between Israel and Lebanon's Hezbollah, a key point of contention involving Iran, the United States, and Israel.

Joint Statement Highlights

The joint statement, titled "Joint Statement of the State of Qatar and the Islamic Republic of Pakistan on the Conclusion of the Lake Lucerne Summit and the First Meeting of the High-Level Committee," said the inaugural session was held under the framework of the Memorandum of Understanding signed in Islamabad.

The meeting brought together representatives of the Islamic Republic of Iran and the United States, alongside the two mediating countries, at the Bürgenstock Resort in Switzerland.

The statement said the first day of the Lake Lucerne Summit was conducted in a positive and constructive atmosphere and yielded encouraging progress, including the establishment of mechanisms for continuing technical dialogue.

Under the memorandum, the parties agreed to establish a High-Level Committee responsible for providing political oversight of mediation efforts. Chief negotiators will report regularly to the committee while leading specialized expert groups focused on nuclear issues, sanctions, follow-up arrangements, and dispute-resolution mechanisms to ensure effective implementation of the memorandum and address other related matters.

The committee approved a roadmap designed to achieve a final agreement within 60 days, paving the way for the immediate launch of a new round of technical discussions.

The parties also agreed to establish communication channels for the period specified in Paragraph 5 of the memorandum to prevent incidents and misunderstandings and to ensure the safe transit of commercial shipping through the Strait of Hormuz.

In addition, both sides agreed to create a working group involving the parties and the Republic of Lebanon, facilitated by the mediators, to prevent escalation and help ensure compliance with commitments regarding the cessation of military operations in Lebanon outlined in the memorandum.

Technical discussions are expected to continue throughout the remainder of the week at the Bürgenstock Resort, covering all relevant issues.

Qatar and Pakistan said they would continue exerting maximum efforts to maintain a constructive negotiating environment until a final agreement is reached.

The two mediating countries also expressed their appreciation for the continued commitment of both the United States and Iran to a diplomatic solution and their efforts to pursue a peaceful resolution of disputes. The mediators further praised the support and contributions provided by friendly and brotherly countries throughout the current negotiations.
