During the 14th Five-Year Plan period, China's synthetic resin industry entered a critical phase of transformation — shifting from 'scale expansion' to 'quality and efficiency enhancement', from 'technological catch-up' to 'independent leadership', and from an 'industrial giant' to an 'industrial powerhouse'.
Global Leadership in Capacity and Major Gains in Self-Sufficiency
The industry achieved historic advances across core indicators, effectively reversing its long-standing dependence on imports. By 2024, China's synthetic resin production and consumption reached 127 million tonnes and 137 million tonnes, up 7.4% and 5.2% year-on-year, respectively. Capacity expanded 6.5% annually, representing 41% of global output. Ethylene capacity — the industry's fundamental feedstock — rose to 54.55 million tonnes, consolidating China's position as the world's largest producer and consumer of ethylene and synthetic resins.
Self-sufficiency surged from 73% in 2020 to 90% in 2024. Most resin types once heavily reliant on imports have achieved domestic production, with some high-end varieties entering export markets. Feedstock routes have diversified beyond traditional oil pathways to include oil–gas–coal integration. Notable milestones include Xinjiang Tianye's production of 99.96% high-purity ethylene via ethanol dehydration and Sinopec's implementation of bio-based polypropylene technology, which strengthens raw material diversity and enhances supply-chain resilience.
Product Structure Upgrading: Key Materials Bridge Critical Gaps
The industry has established an integrated development framework spanning general-purpose, engineering, and specialty resins.
General-purpose resins remain a strong foundation, with 2024 capacity reaching 122 million tonnes — 80% of total output. High-end polypropylene grades increased their share from 28% to 35%, achieving performance on par with advanced international benchmarks.
Engineering plastics lead globally. Polycarbonate output surged from 610,000 tonnes in 2015 to 3.81 million tonnes in 2024, recording an average annual growth rate of 9.33%. Nylon 66 capacity expanded from 275,000 tonnes to 1.261 million tonnes, growing 8.69% annually and fully supporting high-end applications in automotive, electronics, and other sectors.
Specialty plastics continue advancing into strategic emerging fields. Ethylene-vinyl acetate copolymer (EVA) reached 2.9 million tonnes in 2024, growing 8.81% annually and becoming a key material for photovoltaic applications. High-performance materials — including PEEK, LCP, COC, and POE — have achieved breakthrough applications in humanoid robotics and semiconductors, accelerating import substitution at an unprecedented pace.
Systematic Breakthroughs in Core Technologies and Equipment
The industry made comprehensive progress in technological self-reliance, moving from following international trends to matching — and in some cases leading — global advancements.
Large-scale equipment has been independently developed and widely deployed, with million-tonne ethylene and aromatics technologies now largely domestic. China's coal-to-olefins (MTO) technology ranks among the world's most advanced, serving as a cornerstone for non-petroleum olefin production.
Enterprises made key breakthroughs in specialised material technologies, including adiponitrile, domestic polyoxymethylene (POE) production, and the industrialisation of bio-based nylon 66 and polylactic acid (PLA). Equipment manufacturing competitiveness is rising, with firms such as Haitian International and Jwell exporting to more than 130 countries and regions. Large-scale extrusion pelletising systems — 450,000 tonnes/year polypropylene and 350,000 tonnes/year polyethylene lines — are now fully deployed domestically.
A Closed-Loop Industrial Ecosystem Serving Strategic Emerging Industries
A full-lifecycle ecosystem encompassing 'synthesis–modification–application–recycling' is now firmly established, enabling deep integration with China's strategic emerging sectors.
Application scenarios continue to expand. In humanoid robotics, PEEK supports joint transmission thanks to its wear resistance and self-lubricating properties. In new energy vehicles, POE films and lightweight polypropylene composites are widely adopted, with plastics usage exceeding 200 kilograms per vehicle. In electronics and medical devices, customised material solutions are driving rapid growth in the share of domestically produced materials.
Circular development is accelerating. Advances in physical recycling and chemical recovery include Dongyue Chemical's commissioning of a 200,000-tonne-per-year waste plastic chemical recycling facility. The China Synthetic Resin Association is promoting national standards for renewable recycling design, targeting a waste plastic recovery rate of over 30% by 2025. Scaled production of biodegradable materials — such as bio-based nylon, PLA, and PHA — is advancing green transformation in packaging and related industries.
Expanding Global Presence and Strengthening Regional Clusters
The industry continues integrating into China's dual-circulation strategy while enhancing global influence and regional collaboration.
International expansion accelerated in 2024, with exports surpassing 17 million tonnes and expanding beyond Asia and Europe into the Middle East, Africa, and South America. Industry leaders such as Kingfa Science & Technology and Huitong Co., Ltd. are transitioning from pure product export to global industrial chain integration, deepening cooperation across global supply networks.
Four major industrial clusters have formed: high-end manufacturing in the Yangtze River Delta; green, low-carbon development in the Pearl River Delta; integrated refining and chemicals in the Bohai Rim; and coal-based chemical production in western regions. Zhejiang, Jiangsu, Shandong, Inner Mongolia, and Guangdong account for nearly half of national output, leveraging resource advantages to build closed-loop chains from feedstocks to processing and recycling, demonstrating strong economies of scale and collaborative capacity.
